Best Portfolio Lender for a Multi-Property Refinance Across Four Assets in Atlanta GA
There is no single best lender, only a best lender type for your four buildings. The choice turns on what the assets are, whether one note or four is right, and a Georgia tax that changes with the structure.

The best portfolio lender for a multi-property refinance across four assets in Atlanta depends on what the four assets are. If all four are stabilized apartment buildings of five or more units, a licensed Fannie Mae or Freddie Mac lender will usually beat any portfolio lender on rate, and a brokerage like ours adds little; Northmarq's Atlanta office on Peachtree Road is one example of that kind of shop. Portfolio lenders earn the deal when the four assets are mixed, when one building is thin on coverage, or when you want a single cross-collateralized note that frees cash for the next acquisition. Our own Atlanta closing in that category: $12,400,000 across four properties, 6.85% fixed, five-year term, one note.
- Agency (Fannie Mae / Freddie Mac): lowest rate for stabilized apartments; four separate loans, each at up to 80% LTV and 1.25x DSCR per Fannie Mae's conventional term sheet; no cross-collateralization.
- Regional bank blanket loan: one note across all four if the sponsor has deposits and a balance sheet the bank wants; policy caps under the OCC's 85% supervisory limit, usually well below.
- Non-bank portfolio lender: one cross-collateralized note, story underwriting, mixed property types accepted; wider spread than bank or agency (example: 6.85% fixed on the closing above).

The short list: four lender types for a four-asset Atlanta refinance
"Portfolio lender" means two different things in commercial real estate, and a four-asset refinance sits exactly where they meet. Narrowly, a portfolio lender is one that keeps loans on its own balance sheet, so it can underwrite a story a securitized program cannot. Loosely, it is any lender that will finance several properties in one loan. The four types below cover both meanings, and the assets, not the label, pick the right one.
| Lender type | Fits when | Structure | Trade-off | Example rate (dated CMC closing) |
|---|---|---|---|---|
| Agency (Fannie Mae / Freddie Mac) | All four are stabilized apartments, 5+ units, typically 90% occupied for 90 days | Four separate loans, each up to 80% LTV, 1.25x DSCR, non-recourse, up to 30-year amortization | No cross-collateral; four appraisals, four environmental reports, four condition assessments | 6.10% fixed (Phoenix 64-unit agency execution) |
| Regional bank | Sponsor banks locally, strong global cash flow, assets can be any type | One blanket note or four notes, recourse, 5 to 10 year term with balloon | Balance-sheet underwriting; bank policy LTV sits under the OCC's 85% limit, often at 65 to 75% | 6.50% fixed (Brooklyn mixed-use bank execution) |
| Non-bank portfolio lender | Mixed asset types, one thin building, sponsor story, or cash-out for the next deal | One cross-collateralized note, story underwriting, fixed or floating, release provisions negotiated | Wider spread; lender holds the whole portfolio as collateral | 6.85% fixed (Atlanta 4-property, $12,400,000, 5-year term) |
| Bridge / debt fund | One or more assets in lease-up or renovation | Interest-only, 12 to 36 months, sized on loan-to-cost and as-stabilized value | Highest cost; must be refinanced at stabilization | 8.95% interest-only (Dallas mixed-use bridge) |
The honest reading of that table: if your four assets sit in the first row, stop reading and call an agency lender. The rest of this page is for the three rows below it.

A stabilized apartment community is the agency case: four of these get four agency loans, not one portfolio note.
What one note versus four does to the Georgia intangible tax
Georgia charges an intangible recording tax on long-term notes secured by real estate. The Georgia Department of Revenue states the rate as $1.50 for each $500 of the note's face amount, with a maximum of $25,000 on any single note, payable before the security deed is recorded and due within 90 days of the instrument. The lender is liable and may pass the cost to the borrower, which nearly every commercial lender does, so the tax is a structure question that a four-asset refinance changes three ways.
Four separate notes of $3,100,000 each pay $9,300 apiece, or $37,200 in total. One cross-collateralized note of $12,400,000 would compute to $37,200 but is capped at $25,000, a $12,200 saving for using a single instrument. Only a portfolio lender writing one blanket note can reach that cap.
And since 1 July 2025, under House Bill 586 as summarized by the law firm Troutman Pepper Locke, a note is only "long-term" if part of the principal falls due more than 62 months from its date, so a five-year note with all principal due inside 62 months pays no intangible tax at all. The five-year fixed structure on our Atlanta closing sits inside that window. Put the cap and the 62-month line in front of your closing attorney before the term sheet is signed; both are decided by the term and the number of notes, not by the rate.
What the rate difference actually costs in dollars over five years
Take the $12,400,000 Atlanta loan at the three example rates from the table above, each on a 30-year amortization, over the first five years, the term most portfolio notes actually run. These are illustrations of the math on dated closings, not quotes.
| Example rate and lender type | Monthly payment | Interest paid in years 1 to 5 | Difference vs agency | What you get for the difference |
|---|---|---|---|---|
| 6.10%, agency | $75,143 | $3,661,510 | $0 | Lowest rate; four loans, no cross-collateral, four sets of reports |
| 6.50%, regional bank | $78,376 | $3,910,347 | +$248,837 | One blanket note possible; recourse; balance-sheet underwriting |
| 6.85%, portfolio lender | $81,252 | $4,128,539 | +$467,029 | One note, mixed assets, story underwriting, cash-out set by blended DSCR |
Seventy-five basis points between agency and portfolio pricing is $6,109 a month, or $467,029 over five years on this loan. That is the price of one note, one blended coverage test and a portfolio lender willing to read the story. When it funds a next acquisition that four separate agency loans would not have released cash for, it is usually worth it. When all four buildings would have qualified for agency on their own, it is not, and no broker should tell you otherwise. Run your own numbers in the free loan calculator.
Two questions
What are the four assets?
What do you want from the refinance?

One mixed-use building in a portfolio of apartments is often enough to push the whole refinance out of an agency program.
Why cross-collateralization is the real decision, not the portfolio lender
A cross-collateralized loan puts all four properties behind one note. The lender can look to any of them on default and in exchange sizes the loan on combined income rather than the weakest building's, which is why it can release more cash than four separate loans: a building at 1.10x coverage is carried by three at 1.40x. It is also why the OCC's Comptroller's Handbook reminds examiners that a loan inside the supervisory loan-to-value limits is not automatically sound; on a blanket loan the factor that matters most is how the collateral is released.
Three clauses decide whether one note is a gift or a trap. Release provisions: can you sell one asset, at what price (usually 110% to 125% of its allocated loan amount), and does the lender consent to the buyer. Substitution: can you swap a property out of the pool. Cross-default: a default on one building is a default on all four. Our guide on commercial recapitalization covers the routes when a blanket note is maturing and the pool no longer fits one lender.
Portfolio lender appetite in 2026: who is quoting Atlanta portfolios
The Federal Reserve's July 2026 Senior Loan Officer Opinion Survey, covering the second quarter, found that large banks eased standards on every category of commercial real estate loan, while other banks left multifamily and construction standards unchanged and foreign banks tightened; banks overall still described their CRE standards as sitting at the tighter end of the range they have used since 2005. For a four-asset Atlanta refinance, the regional bank row above is open but not wide open, and the answer depends on which bank sees the file.
Non-bank portfolio lenders do not answer the Fed's survey; their appetite shows up as spread rather than a yes or no. The Atlanta closing on this page, $12,400,000 at 6.85% fixed for five years, was placed through Commercial Mortgage Connection's 750+ lender network with 500K+ programs, every engagement led personally by founder Michael McGovern, with a loan review response within 4 hours. The sponsor's goal was capital for the next acquisition without touching a bank balance sheet: the portfolio lender's case in one sentence.
What borrowers can actually control: 4 levers
1. The number of notes. One note caps the Georgia intangible tax at $25,000 and lets strong buildings carry weak ones; four notes keep each asset free to sell. Decide it before you shop, because it decides which lenders can quote.
2. The term. A note with all principal due within 62 months avoids the intangible tax entirely under the 2025 amendment; a 7 or 10 year note does not. Weigh that against the refinance risk of a five-year maturity.
3. Release and substitution language. These are negotiated at term sheet, not at closing. Ask for release pricing, a substitution right and a partial-release cap in writing before you sign anything.
4. The package. Four rent rolls, four trailing-twelve statements and one schedule of real estate owned that ties to all of them; a blended DSCR is only as credible as its weakest document. Our guide on strengthening a commercial mortgage application covers the package.
What this page will not tell you: three honest limits
It will not name one lender. Portfolio lenders price by file, and the lender that took our Atlanta deal at 6.85% may quote a different sponsor 50 basis points wider next quarter. Every rate here is a dated closing, not a standing offer.
It will not tell you that one note is always better. Cross-default and release pricing can cost more than the intangible tax saves. If you expect to sell any of the four inside the term, four separate loans may be the cheaper structure even at a higher headline rate.
It is written by a brokerage. Commercial Mortgage Connection is paid when loans close, which is why we do not publish a rate sheet and why this page tells you to call an agency lender first if your four buildings are stabilized apartments. A broker earns its fee on the mixed, thin or story-driven portfolios that agency programs decline, and on getting the release language right.
Does this apply in your state?
Commercial Mortgage Connection is headquartered in Yonkers, NY and places portfolio loans through its 750+ lender network in all 50 states, including Georgia. The lender types and the cross-collateralization trade-offs on this page are national. The intangible recording tax, the $25,000 cap, the 62-month rule and the 90-day recording deadline are Georgia-specific; when a blanket note covers property in more than one Georgia county, the Department of Revenue prorates the tax among the counties, and the Clerk of Superior Court in each county collects it.
Commercial lending is regulated federally and at the state level. Broker licensing, mortgage and transfer taxes, and foreclosure rules vary by state, so confirm the specifics for the state each property sits in before you sign a term sheet.
Best portfolio lender for a multi-property refinance in Atlanta: FAQ
What is a portfolio lender in commercial real estate?
A lender that keeps loans on its own balance sheet instead of selling them into a securitized or agency program. Because it holds the risk itself, it can underwrite a sponsor story, mixed property types and a cross-collateralized pool that Fannie Mae, Freddie Mac or a CMBS conduit would decline. The trade-off is a wider spread: 6.85% fixed on the Atlanta portfolio closing on this page against 6.10% on a comparable-size agency execution.
Can I refinance four properties with one loan?
Yes, with a cross-collateralized or blanket loan from a bank or non-bank portfolio lender. All four properties secure one note, the loan is sized on their combined income, and the lender negotiates release provisions for selling any one of them. Agency programs do not offer this; they finance each apartment building on its own loan. In Georgia, one note also caps the intangible recording tax at $25,000.
Is a cross-collateralized loan a good idea?
It is a good idea when the four assets are mixed or uneven and the goal is cash-out, because strong buildings carry weak ones and proceeds are set by blended coverage. It is a poor idea when you expect to sell one asset during the term, or when the buildings would each qualify for a cheaper agency loan alone. The clauses that decide it are release pricing, substitution rights and cross-default, all negotiated at the term sheet stage.
Do I pay Georgia intangible tax on a commercial refinance?
On a long-term note, yes: the Georgia Department of Revenue charges $1.50 per $500 of the note amount, capped at $25,000 per note, and the lender usually passes it to the borrower at closing. Since 1 July 2025, a note whose full principal is due within 62 months is treated as short-term and is exempt, so a five-year note generally pays nothing while a seven or ten year note pays up to the cap. Confirm the treatment with your closing attorney.
How much more does a portfolio lender cost than a bank or agency lender?
On dated CMC closings the gap was 35 to 75 basis points: 6.10% agency, 6.50% bank, 6.85% portfolio. On a $12,400,000 loan with 30-year amortization, 75 basis points is $6,109 a month and $467,029 of interest over five years. That premium buys one note, mixed collateral and story underwriting; whether it is worth paying depends on whether the four assets would have qualified for the cheaper program on their own.
